The Belval Evolution
Several sites formerly used by the steel industry and measuring a total of 650 hectares have been added to the Agora development portfolio. The largest and most important site in Luxemburg is the Belval Area, a former steel mill of approx. 120 hectares situated in the municipalities of Esch-sur-Alzette and Sanem. This area will attract between 7000 inhabitants and up to 25,000 daily occupants or users – in private offices, the leisure facilities, the university quarter and the public-culture facilities.
Since start of development and construction works in 2004, over 540,000 m² have been completed or are still under construction. About 4,600 people are working at Belval, and more than 180 companies (service industry, research, restaurants or retail) have been created. About 1.400 residents have already chosen an apartment or house at Belval. More than 180,000 m² are in the pipeline to be constructed until 2019 / 2020.
Innovation Campus Belval: Hot spot of research and innovation
The heart of the Cité des Sciences has now been filled with life. The University of Luxemburg officially commenced teaching activities in Belval in September. Now that the LCSB, the university’s first research institute, has been developing successfully in Belval for five years, the vice-chancellor’s office, the Faculty of Humanities and the Faculty of Natural Sciences have also made the move to Belval. In this first stage of the relocation, between 2000 and 2500 students have become a firm fixture in the cityscape.
The first building stage for the “Belval Innovation Campus“, as it was called by a number of speakers at the “Business meets Research” conference, comprises a large number of buildings that facilitate teaching and research activities on the very highest level. In addition to the Maison de Savoir, which houses the central administration department and the lecture halls, other facilities of note are the Maison des Sciences Humaines and the Restaurant universitaire. Also of note to Belval as a scientific location is the Maison de l’innovation, which is home to the LIST research centre, the national research-funding centre FNR and the Luxinnovation agency. There are now more than 1000 people working for the university in Belval.
In the next building stage, the Maison de Nombre, Maison des Arts et des Etudiants and the university library are to be completed. The laboratories and facilities for the engineering sciences are to be completed in the further stages of the development.
Working at the innovation campus
Belval is not only the reference location for research and innovation in Luxembourg, but also a varied and interesting place to work. Major companies from the world of finance such as RBC Investor Service are based here, along with architectural offices and engineering companies.
Companies that are already based in Luxembourg, for instance from the IT industry, are also becoming increasingly interested in settling in Belval. They want to benefit from the urban quality, the potential for recruitment offered by the university and the exchanges with researchers to further develop products and services.
Other service providers such as business lawyers and advertising agencies have also chosen Belval. Agora is constantly expanding the offer for business premises with the project developers, currently on the Esplanade and on the northern Square Mile. The first plans have also been submitted for the Central Square section, which is currently still being used for parking.
Development of student accommodation
The relocation of the university also brings with it the extensive development of student accommodation. The student residence at Uni Val 1 has provided a modern home for over 200 students since September 2014, and the student residence of the foundation La Luxembourgeoise in Belval-Nord is also open with 45 rooms.
The student residence at Uni Val 2 by Everop is due to be completed in autumn 2016. This building is situated on the central Boulevard Porte de France, directly opposite the Maison des Sciences Humaines. The ground floor is planned for retail use. An office building with a GFA of approx. 5000 m² will complete the second building stage on the construction site.
The Galileo student residence adjoining to the north is scheduled for completion by mid-2017. The internationally renowned Eiffage group has constructed its Luxembourg subsidiary Perrard Developpement, a building with a GFA of over 10,000 m² and accommodating 200 students. The typology mix of studios and flat-shares has proven to be extremely popular, and will also be used here. Retail, restaurants and a daycare centre are also planned for the ground floor.
